           ON EXECUTING  WORKS  IN  USE OF THE GLONASS 
           GLOBAL NAVIGATION SATELLITE SYSTEM FOR THE 
                       SAKE OF CIVIL USERS

     With the aims of further developing of  the  GLONASS  global
navigation satellite  system  and providing use of this system by
civil users the Government of the Russian Federation decrees:
     1. Ministry  of  Defence of the Russian Federation,  Russian
Space Agency  and  Ministry  of  Transportation  of  the  Russian
Federation are   to  provide  deploying  of  the  GLONASS  global
navigation satellite system (hereafter The  GLONASS  system)  and
the beginning  of  its operation with its full complement in 1995
in order to service national civil and military users and foreign
civil users according to the existing commitments.
     2. Ministry of Transportation  of  the  Russian  Federation,
Ministry  of Defence of the Russian Federation,State Committee on
the  defence-oriented  industry,   Russian   Space   Agency   and
"Internavigatsiya"  interdepartmental commission are to set up in
the second quarter of 1995 the coordinanation council on use  the
GLONASS system by national and foreign civil users and to approve
the staff of the council.
     3. Ministry  of  Transportation  of  the Russian Federation,
Ministry of Defence of  the  Russian  Federation,  Russian  Space
Agency  and  State committee on the defence-oriented industry are
to develop in the second quarter of 1995 the programme of use the
GLONASS  system  for the civil purposes,including development and
manufacture in 1995-2000 of navigation equipment for civil  users
as well as differential corrections transmition stations,  and to
submit this program to the Government of Russian  Federation.
     4. Ministry  of  Defence  of  the Russian Federation jointly
with Ministry  of  Transportation  of  the  Russian   Federation,
Russian Space  Agency and State committee on the defence-oriented
industry are to develop and approve in the first quarter of 1995
the order   the   interaction  between  the  ministries  and  the
departments of the Russian Federation in the process of operation
and use the GLONASS system.
     5. Ministry of Transportation of the Russian  Federation  is
to set  up the information service on GLONASS system and american
GPS navigation  system  on  the  base  of  producion  centers  of
navigation information.  To  determine  that  the  Coordinational
Scientific Information  Center  of  Russian   Space   Forces   is
responsible for  providing  information  on  the  status  of  the
GLONASS system.
     6. Ministry  of  Transportation  of  the  Russian Federation
jointly with Ministry  of  Defence  of  the  Russian  Federation,
Russian  Space Agency and State committee on the defence-oriented
industry are to submit to ICAO and IMO the necessary materials to
prepare the agreements on use of the GLONASS system as an element
of the international global navigation system for the civil users
and  to provide interaction with above-mentioned organizations in
the process of use the GLONASS system.
